Combining innovative scholarship with the author’s extensive experience with governance reforms at the World Bank, Brian Levy lays out an alternative to the “best practice” prescriptions. He proposes a practical approach that avoids the orthodoxy’s confusion between goals of development with the journey of getting from here to there in addressing the twin development challenges of reducing poverty and weaknesses in governance. The book distinguishes among four broad groups of countries; identifies alternative options for governance and policy reform; and explores how to identify entry points for change where there is a “good fit” between divergent country contexts and alternative options for reform.
